FFSPA Candidate for Care definition

"Yesterday, I had the pleasure to join Acting Assistant Secretary of the Administration for Children and Families, Steven Wagner, on a panel at the APHSA Summit. During the Q&A, Secretary Wagner made a point to let the audience know that Congress has directed ACF to give states the flexibility to define "candidate for care" relative to implementing the Family First Prevention Services Act (FFPSA). The Secretary then said that ACF is not planning on defining the term at the federal level and, further, the agency is strongly encouraging states to define the term as broadly as possible. He acknowledged that the 50% federal match still requires a big commitment from states to invest in the early intervention provisions, but noted that there is a significant amount of money available from the federal government, especially for states that liberally define candidacy."
